It makes no sense for SC2 to come out late this year. All they have to do is make 20 missions and 6-7 new units. It's not like they're building the entire game all over again. If they can crank out WoW expansions in 18 months to 2 years then they can make an SC2 expansion in the same amount of time.

Aside from developing the missions and units they spend a substantial amount of time developing the engine and systems. It's not where most of the money goes, but it is their greatest time sink. WoL was delayed multiple times principally for to Battle.net, and ultimately ended up axing several features to make the early Q3 2010 release. Though they don't rebuild the game, do they revisit and comb through the engine and do some uncomfortable considering some of the corners they cut the first time around.
easily put, HotS won't fatten pocket books like wow or D3, so expect it to be back burner material. Its the one game they cant make "micro transaction" money off of, you buy it, and that's the end of blizz's cash from you. I am sure this is not the only reason, but from a pure "pocketbook" stance, its pretty easy to see why this will be so. Doubt it if you wish, but both D3 and MoP stand to draw in far more cash.
